Abstract
A solid electrolytic capacitor element includes a first oxide layer formed on an anode. The solid electrolytic capacitor further includes a second oxide layer formed on the first oxide layer, and a cathode formed on the second oxide layer. The first oxide layer includes NbOand the second oxide layer includes NbO(1≦x ≦2).
