In an encoding unitfor encoding a motion image are provided a correctorscene determinercorrection data generatorand scene change detectorThe scene change detectordetects a scene change in a motion image based on a differential image during encoding, and the detection result is input to the scene determinerThe scene determinerdetermines details of the scene of an image after a scene change using a predicted image from the movement compensatorand the correction data generatordetermines the correction method based on the result of the scene determination. The correctorexecutes corrections by the set correction method until a next scene change is detected. In this way the correction method is updated only when a scene change is detected, thereby executing suitable correction and reducing the quantity of calculation necessary for correction.
