In an accounting system, an user, by the use of a terminal, transmits a transmission packet Pto a reception destination, that is a server of an information service provider, and receives a reception packet Ptherefrom by way of a packet communication network. The accounting apparatusreceives numbers of transmitted and received packetsfrom an exchangeand also receives the accounting amendment informationfrom the accounting amendment apparatusat an adequate timing. The accounting apparatusthereby decides the account fees for the userof the terminaland for the reception destination, respectively. In other words, the information service provider is charged with a part of the numbers of transmitted and received packets
