An ONLY Service Server and an ONLY User Server are configured, any ONLY service call initiated by a PSTN subscriber or an IP network subscriber is transmitted to the ONLY Server, and through cooperation between the Service ONLY Server and the ONLY User Server, the call connection control is carried out according to the call control strategy customized by the subscriber in advance, to implement communication between PSTN and IP network subscribers.
