Abstract
A mobile communication device () can be disconnected form a vehicle monitoring apparatus () arranged on vehicle for sensing the state of the vehicle as a monitoring object and transmitting sensing data representing the sensing result. The mobile communication device () can also be connected via a communication network () to a report destination. The mobile communication device () includes a judgment unit () for judging the state of the vehicle according to the sensing data, a decision unit () for deciding a report destination to be connected according to the judgment result of the judgment unit (), and a communication unit () for receiving the sensing data and establishing a connection with the report destination decided by the decision unit (). Thus, it is possible to report the abnormal state of the vehicle sensed to an appropriate report destination in a short time.
