Abstract

An apparatus for recording and reproducing digital information using a disk recording medium in which a data recording area is divided into plural zones in the radial directions, and defect information is managed for each of the plural zones. The apparatus preferably includes means for formatting the disk recording medium; and means for controlling the order of format by informing the formatting means of a zone to be formatted next at an interval of one or more zones and of the neighboring zones if the number of defects in the zone is higher than the threshold value.
