Abstract

There is provided symbol association means for associating each of reference places for encoded symbols with one of the symbols. Reference place identification means cuts out, from an input bit sequence, each of bit sequences assigned to the symbols with a length corresponding to a maximum code length, identifies the reference place for the symbol with respect to each bit sequence cut out, and outputs the symbol corresponding to the identified reference place by referring to the symbol association means
