Abstract

A device for a non-removably attaching a dispenser member to a container. A bracket member has a closure portion which engages a mouth of a container. The closure portion is connected to a body of the dispenser member. A fastening member engages the bracket and the mouth of the container. In a preferred manner the bracket member includes a locking member which is both frictionally connected and welded to the container.
