Abstract
An existing straight pipe is cut off at two locations by rotating two seal-up housings each mounted with a cutter to form two cutoff groove C. A straight pipe portion p between the two cutoff grooves C remains left without retrieval, to impart a flexibility and contraction and expansion properties to a pipeline.
