A thin film semiconductor layer ( ) for serving as a photovoltaic layer is formed on a substrate of a metal foil formed by electroforming. A surface of the metal foil of the substrate is formed in a rough shape of approximately 0.1-10 &mgr;m of mean roughness depth (Rz).
