Abstract

An apparatus and a concomitant method for packetizing significance-based information to improve error resilience is disclosed. Significance-based information comprises “coefficient significance information”. Within each packet, the “coefficient significance information” are coded first into a first or front portion of the packet and then the “coefficient values” are coded into a second or back portion of the packet.
