A flickering number in an electric-discharge lamp is counted in a flickering number counting unit , a flickering number in an electric-discharge lamp is counted in a flickering number counting unit , and the lighting of the electric-discharge lamp or is inhibited by a lamp-lighting inhibiting unit or in cases where the flickering number in the electric-discharge lamp or exceeds a regular number.
