In a code division multiple access (CDMA) radio communications network ( ) having a plurality of cells ( ) subdivided into sectors ( ), a computer based method ( ) and a computing system ( ) determine a neighbor list ( ) for a selected one of the sectors ( ). The sector ( ) is subdivided into a plurality of locations ( ). For each location ( ), a primary pilot channel ( ) exhibiting a primary signal quality ( ) is distinguished. Secondary pilot channels ( ) are identified exhibiting secondary signal qualities ( ) within a signal quality threshold window ( ) of the primary signal quality ( ) of the primary pilot channel. The primary and secondary pilot channels ( and ) are included in the neighbor list ( ) for the sector ( ) as candidate handoff channels ( ).
