Abstract
A Ni plating layer,, a Cu plating layer,, a Zn—Ni alloy plating layer, and a chromate layer, are formed sequentially in that order on the outer surface of a steel base,. The Cu plating layer, interposed between the Ni plating layer and the Zn—Ni plating layer seals up pinholes in the Ni plating layer and enhances the sacrificial corroding action of the Zn—Ni alloy plating layer.
