Abstract
W,-O-W,emulsions are disclosed in which the W,/O emulsion comprises an internal aqueous phase containing a benefit agent and an oil phase surrounding it, and, around this is found an external isotropic aqueous phase. It is critical that the external surfactant phase not comprise an amido containing anionic. It is also critical that oil be not greater than 50% unsaturated and not be a volatile silicone.
