Abstract

A process for providing an outer layer on a supporting substrate including mixing an outer layer material with fluorinated carbon and zinc oxide to form a filled outer layer material, and providing at least one of the filled outer layer(s) onto the supporting substrate, where bleeding of contaminants to imaging members is decreased or eliminated.
