A disk,attached to the shaft,of an engine,is loaded by a disk brake,having hydraulic fluid under pressure applied thereto by a manual pump,The disk brake is mounted on a pendulum,which is suspended freely on a shaft,which is coaxial with, but independent of, the shaft of the engine. The torque loading by the brake is indicated by measuring the force which the pendulum,applies to a force transducer,or a torque meter,Instead of the pendulum, the disk brake may be supported on a sliding bracket,or a flexure
