Abstract

In an encoder/decoder, a quantizer quantizes input image information, and a coefficient generator generates coefficient information for determining quantization steps of the quantizer. An encoder variable length encodes the quantized image information, and a divider divides the quantized image information into a plurality of blocks. The coefficient information is attached to each of the plurality of blocks for transmission to a decoder.
