Compounds of formula III ##STR1## wherein R.sub.1 is hydrogen; X is oxygen or sulfur; A is C.sub.1 -C.sub.2 alkylene and Q is --COOR.sub.16, where R.sub.16 is C.sub.1 -C.sub.4 alkoxy-C.sub.1 -C.sub.4 alkyl or C.sub.1 -C.sub.4 alkylthio-C.sub.1 -C.sub.4 alkyl are intermediates to compounds which have good pre- and post-emergence selective herbicidal and growth-regulating properties.
