Abstract

A transparent or semitransparent jelly-like cosmetic composition comprises a monoalkyl phosphate having a .beta.-branched alkyl group, water, an oil which is liquid at room temperature, and an alcohol. The cosmetic composition is highly safe and has good moisturizing effect. Therefore, it can be used as a base for a massage cream, a body treatment, a hand cream, a hair conditioner and the like.
