Abstract
As a grinder is being rotated, an outer circumference thereof and a metal block of raw material are pressed at determined speed or under determined pressure, and the grinder cuts the block on its surface so as to generate short metal fibers of not more than about 15 .mu.m calculated as diameter and not more than about 400 .mu.m in length by contacting between each of abrasive grains held in a matrix of the grinder and the surface of the raw material.
