Improved flame retardant concentrates and finishes containing triesters of pentavalent phosphorus acid having the general formula ##STR1## WHEREIN X, X' and X' are hydrogen, chlorine and bromine; a is 0 or 1; n is an integer of from 1 to 7; m is an integer of from 1 to n; b is an integer of from 1 to 7; and z is an integer of from 1 to b.
