Abstract
A message retransmission method includes: User equipment sends a message to a network device at a first power using a first spatial filter; and the user equipment retransmits the message to the network device using N second spatial filters, where a second power ramping counter corresponding to a transmit power of each of P second spatial filters is greater than a first power ramping counter corresponding to the first power, and the N second spatial filters include at least one spatial filter different from the first spatial filter. Both N and P are positive integers, and P is less than or equal to N.
