For verification of the performance and safety of a program installed an in-vehicle electronic control unit (ECU), a computation of first control software is executed when a vehicle is in a first state and a computation of second control software is executed when the vehicle is in a second state. Input data from a sensor to the first control software and to the second control software is saved, and output data from the first control software and the second control software are saved. The performance of the second control software is evaluated, based on a difference between pieces of output data read.
