Abstract

Methods, systems, and devices for wireless communications are described. A user equipment, UE, may identify () that the UE is not connected with a first network to which the UE subscribes, and identify a fallback configuration (). The UE may determine (), based on the fallback configuration, a second network of one or more other networks with which the UE is to connect. The UE may attempt () to connect with the second network based on the fallback configuration and the UE not being connected with the first network. In some cases, a base station of a network may establish a connection with UEs based on receiving registration messages from the UEs in response to transmitting an indication that the network is available as a fallback network, identify a congestion level of the network and switch to a non-subscriber rejection mode in which the base station rejects connection with non-subscriber UEs.
