Abstract
An access network device obtains first information, where the access network device supports a 3generation partnership project 3GPP access technology; the access network device establishes a user plane connection to a first terminal device based on the first information; and the access network device obtains user plane data of the first terminal device via the user plane connection, and sends the user plane data to a first fixed network gateway device.
