Abstract

A terminal device receives first indication information, where the first indication information indicates a first quantity of retransmissions of first data. The terminal device obtains a second quantity of retransmissions based on a hybrid automatic repeat request (HARQ) feedback result and/or a decoding result of second data, where the second data is data retransmitted by the terminal device before the terminal device retransmits the first data. The terminal device sends the first data by using a target quantity of retransmissions, where the target quantity of retransmissions is a smaller one of the first quantity of retransmissions and the second quantity of retransmissions. Because data transmission is performed using the determined target quantity of retransmissions, the delay caused by a HARQ feedback procedure can be reduced, resources can be saved, and power consumption can be lowered.
