Abstract
Provided is a technique to prevent, in disaster roaming, deterioration in service for subscribers of a telecommunications carrier that operates a mobile network. A notification section () notifies a base station apparatus () of a maximum number of acceptable subscribers for each roaming requester telecommunications carrier. A determination section () permits a new connection request from a terminal apparatus in a case where the new connection request is a connection request from a subscriber terminal of a host telecommunications carrier that provides a roaming service, and determines, in a case where a new connection request from a terminal apparatus is a connection request from a subscriber terminal of a roaming requester telecommunications carrier, whether or not to permit the new connection request based on a maximum number of acceptable subscribers corresponding to the roaming requester telecommunications carrier.
