Abstract
This application provides a communications method and device, and a computer-readable storage medium. The method includes: receiving an uplink data transmission threshold from a first network device, where the uplink data transmission threshold includes both a first transmission threshold and a second transmission threshold or includes a second transmission threshold. The first transmission threshold is used to indicate a maximum size of a data packet supported by the terminal device in a non-connected state on a first uplink carrier, and the second transmission threshold is used to indicate a maximum size of a data packet supported by the terminal device in the non-connected state on a supplementary uplink (SUL) carrier. The method further comprises determining, based on the uplink data transmission threshold and a size of a to-be-transmitted uplink data packet, to transmit, in the non-connected state, the uplink data packet on the first uplink carrier or the SUL carrier.
