Abstract
A reflecting device in an embodiment according to the present invention includes common electrodes arranged in a matrix at a distance in a first direction and a second direction intersecting the first direction, bias electrodes arranged overlapping the common electrodes in a planar view, a liquid crystal layer between the common electrodes and the bias electrodes, and common wirings connecting adjacent common electrodes among the common electrodes. Each of the common wirings has a length of half an effective wavelength λwhen a radio wave of a specific wavelength λ propagates through the liquid crystal layer.
