Indication information is received from a network device, where the indication information indicates whether the terminal reports uplink (UL) TA information in a UL message in a random access procedure or whether the terminal is allowed to report the UL TA information in the UL message in the random access procedure. The terminal reports or skips reporting the UL TA information in the UL message in the random access procedure according to the indication information.
