This disclosure provides a random access method and a terminal. The method includes: sending first data in first data content in an irandom access procedure, where the first data content is data content buffered in an (i−1)random access procedure, at least one of the irandom access procedure and the (i−1)random access procedure is a two-step random access procedure, and i is an integer greater than 1.
