Abstract
In order to suppress any increase in the load of a server that accepts safety information, this notification device comprises an acquisition means for acquiring an occurrence timing at which a disaster occurs, a specification means for specifying a terminal at which abandoned calls occurred at and after the occurrence timing, and a transmission means for transmitting a notification that indicates that the acceptance means has begun to accept safety information to the specified terminal earlier than to other terminals among a plurality of terminals.
