Abstract
A communication resource allocation device () identifies a hazardous behavior that may cause a traffic accident and has occurred in each of monitoring target areas included in a communication area of a base station () in a past reference period, so as to determine a hazard level for each of the monitoring target areas. The communication resource allocation device () allocates communication resources to each of the monitoring target areas based on the determined hazard level. The communication resource allocation device () distributes information to a roadside device () and an in-vehicle device () in each of the monitoring target areas, using the allocated communication resources.
