Abstract

The present disclosure relates to a method for enabling a terminal to access a base station. The method includes: broadcasting, by a first BS not supporting a shared carrier, a first priority list, wherein the first priority list comprises information indicating that a priority of a BS that does not support the shared carrier is higher than that of a BS that supports the shared carrier; receiving, by the first BS, a first access request from a terminal, receiving, by the first BS, capability information from the terminal in a process of establishing a connection with the terminal; and completing, by the first BS, the connection with the terminal to enable the terminal to access a non-shared network, in a case where the terminal does not support the frequency band of the sharing operator in the shared carrier.
