Provided are a method for managing a prohibited PLMN list during disaster roaming, and an apparatus supporting same. On the basis that a disaster condition is applied to a home PLMN (HPLMN), the UE i) performs PLMN selection for the at least one PLMN included in the second list, and ii) selects a disaster roaming PLMN from among the at least one PLMN and receives the disaster roaming service provided from the disaster roaming PLMN.
