A communication deviceof the present invention is placed at a place which is composed of a hole configured from a side wallor/and a bottom and a covercovering the hole, the communication device comprising: a plate memberobtaining heat of the cover; a heat transfer memberconnected to the plate member to transfer the heat of the cover; a thermoelectric generation unitin which a first junction is connected to the heat transfer member and a second junction is connected to the side wall, the bottom or liquid existing in the hole; and a communication unitperforming communication using electric power generated by the thermoelectric generation unit.
