Abstract
The present invention provides a processing apparatus () including an acquisition unit () that acquires a video generated by a surveillance camera, a generation unit () that generates a plurality of surveillance target video contents, based on the video, a condition setting unit () that sets a surveillant condition required of a surveillant who confirms the surveillance target video content, and a video distribution unit () that distributes the surveillance target video content to a terminal apparatus of a surveillant satisfying the surveillant condition.
