Abstract
A handheld laser-based vehicle speed measurement device incorporating on-board data storage with GPS, compass, excess panning detection, and voice recognition technology, as well as, recording minimum and maximum speeds of a plurality of vehicles along a roadway and calculating the 85percentile speed.
