Abstract

The disclosure provides a vehicle lighting device and a vehicle lamp. The vehicle lighting device includes: a socket; five light-emitting elements, provided on one end side of the socket; and a brightness controller, provided on a light-emitting side of the light-emitting elements and having a plurality of light-shielding parts and a light-transmitting part. One of the light-emitting elements is provided at a position on a central axis of a vehicle lighting device. Four of the light-emitting elements are provided at positions that are rotationally symmetric on a circumference centered on the central axis, respectively. The brightness controller faces the one light-emitting element provided at a position on the central axis. The brightness controller does not face the four light-emitting elements provided at a position on the circumference. The plurality of light-shielding parts provided in the brightness controller are not provided at positions on the central axis.
