Abstract

The disclosure relates to a 5generation (5G) or pre-5G communication system for supporting higher data transfer rates than 4generation (4G) communication systems such as long term evolution (LTE). According to various embodiments of the disclosure, a method for operating a base station in which a Master Cell Group (MCG) is configured in a wireless communication system may include: detecting a failure of a Primary Cell (PCell) of a Secondary Cell Group (SCG) (PScell), transmitting inter-Radio Access Technology (RAT) measurement configuration information to a terminal based on the detection, and transmitting information on a cell identified based on the measurement configuration information to a base station in which the SCG is configured.
