The method includes: sending downlink control information DCI for scheduling N physical channels, where the DCI includes first indication information, the first indication information is used to indicate a resource allocation set, the resource allocation set is used to determine transmission parameters of the N physical channels, configuration of the resource allocation set includes a dedicated transmission parameter group corresponding to a physical channel, and N is an integer greater than or equal to 1.
