Abstract

A decoder includes circuitry configured to receive a bitstream, determine whether a merge mode is enabled for a block, construct a merge candidate list including adding a non-adjacent diagonal spatial candidate to the merge candidate list, and reconstruct pixel data of the block and using the merge candidate list.
