To make it possible to correctly understand a connection relationship of interfaces. A traffic addition deviceadds to traffic volumes output from a plurality of interfaces of a plurality of network devices A to F in a to-be-estimated network N additional traffic volumes different at the interfaces. This forms a characteristic volume in the traffic volumes. The topology estimation devicecan thus correctly understand a connection relationship of the interfaces from a correlation between the traffic volumes.
