A low-refractive-index filmincludes a first layerand a second layer. The first layeris adjacent to a substrate. The low-refractive-index filmhas a refractive index of greater than or equal to 1.01 and less than or equal to 1.30. The first layerand the second layereach include hollow particlesand a binder. The first layersatisfies, for example, at least one selected from a group of conditions (I) and (II) described below.
