Abstract
An external system linkage unit () receives control information of a plurality of communication devices (to) accommodating a user using a network from an external system. A resource collection unit () acquires resource information of each of the communication devices (to) and detects a change in resource state. A device management unit () executes control of the communication device (to) including recombination of an accommodation position of the user on the basis of the control information received by the external system linkage unit () or the change of the resource state detected by the resource collection unit ().
