Abstract

A base station includes: a processor that sets a value in a second field when a CG-ConfigInfo message includes the second field other than a first field for a configuration of a terminal, the CG-ConfigInfo message being a request for configuring, modifying, or releasing a cell group of a secondary base station; and a transmitter that transmits the message to another base station. Upon addition and change of the cell group of the secondary base station, the CG-ConfigInfo message mandatorily includes ue-CapabilityInfo, and the ue-CapabilityInfo includes Multi Radio Access Technology dual connectivity (MRDC) capability and New Radio (NR) capability.
