Abstract
A fixed-side support arm () of a torsion coil spring () is provided with a locking portion () and a pressing portion (). The locking portion () is housed in a recessed spring housing portion () provided in a lever (), and an engaging portion () abuts against the locking portion () to lock a biasing force of the spring. A pressing force (F) is applied to the pressing portion () to remove the locking portion () from the spring housing portion (), thereby releasing the locking by the engaging portion ().
