An in-vehicle environment setting systemincludes: a receiving unitthat receives, from a vehicle, setting information regarding a setting for an in-vehicle environment of the vehicleand environment information regarding an outdoor environment of the vehiclein a manner associated with an identity of a userwho boards the vehicle; a learning unitthat learns a preference of the userrelated to the setting for the in-vehicle environment based on the setting information and the environment information; a generation unitthat generates recommended setting information regarding a recommended setting for the in-vehicle environment preferred by the userbased on a learning result of the preference; and a transmission unitthat transmits the recommended setting information to a vehiclewhich is different from the vehicle
