The present disclosure provides a steering angle limiting device including a bracketfixed to a column housingsurrounding a steering shaft, a wirehaving one end fixed to the bracket, and a wire stopperfixed to the other end of the wire, wherein the wire stopperis fixed to the other end of the wirein a state where the wirepasses through a wire holeformed to pass through the steering shaftin a direction inclined to an axial direction of the steering shaft, and a steering apparatus including the same.
